A deep-dive into Leigh's night-time economy
Leigh Means Business, in partnership with the University of Salford have commissioned a study into Leigh’s night-time economy.
2nd April 2023
The three month long study looked into the challenges currently faced by the town and the opportunities available to revitalise Leigh’s evening and night-time offering. More importantly it highlights key actions that can be taken to ensure a vibrant town centre.
A summary of the findings
The study reveals that the challenges facing Leigh's night-time economy include limitations in locational clustering, diversification, infrastructure, and safety. With regulatory policies having stifled the growth of night-time economic activity.
The infrastructure for night-time economic activity is weak, with inadequate public transportation, poor amenities, and inappropriate lighting. Furthermore, there is a residential concern about the potential negative effects of further night-time services on pollution, anti-social behaviour, and noise. Therefore, it is crucial to make the town centre safer, more visually attractive, and innovative in offering events and locations to attract a diverse range of visitors.
The study recommends an integrated approach that includes local authorities, community groups and business to address the current shortcomings in the public realm and the business regulatory environment. The town needs to engage with all stakeholders to create a shared vision for the future of Leigh's night-time economy.
Key actions highlighted by the study
Priority actions include encouraging and planning a diverse range of permanent evening activities and regular events to attract visitors and increase footfall, improving the town's infrastructure, addressing safety concerns, and encouraging broader inward investment in the town centre.
Commenting on the study, Les Thomas, Chairman of Leigh Means Business said, "The study highlights the need for action to address the challenges facing Leigh's night-time economy. Improving the night-time economy is crucial for the overall economic development and revitalisation of the town. It will require collaboration between all stakeholders, including local authorities, businesses, community groups, and nearby residents."
By addressing these challenges, Leigh can revitalise its night-time economy, attract visitors, and create a safer and more welcoming environment for all. The study's recommendations provide a roadmap for the town to achieve its full potential and ensure its long-term success.

Working together
Leigh Means Business contacted the University of Salford on behalf of local businesses and residents who were concerned about the decline in Leigh's night-time economy. They wanted to understand why local towns such as Atherton and Tyldesley are flourishing but this success has not been repeated in Leigh.
This study was carried out independently by the University of Salford with the aim of answering these questions and suggesting a solution to the problem.
